A particular attention of the National Leader who day and night is concerned about the health of his citizens is paid to the medical education. Concern about the health of a man begins first of all with health. And a healthy society needs healthy people.

The activity the Sanitary-epidemiological service of Ashgabat city is being carried out in accordance with the words of the President of Turkmenistan Gurbanguly Berdimuhamedov: “Being the main value of the country, the health of the people is also a strong basis of our Independent Motherland!” To fulfill the tasks set in the “Health” State Programme and proceeding from the demands of the Sanitary Code of Turkmenistan, the activity of the Sanitary-epidemiological service of Ashgabat city is aimed at the everyday qualitative sanitary and disease control of the objects under observation, at the improvement of a healthy life style of the citizens and at the sanitary and epidemiological wellbeing of the city.

The Sanitary-epidemiological service of Ashgabat city was established on October 1, 1926. At that time, the Sanitary-epidemiological service was functioning as a Sanitary- epidemiological department being under the jurisdiction of the health department of Ashgabat city.  In 1998, after the establishment of the State Sanitary and Epidemiological Service of the Ministry of Health and Medical Industry of Turkmenistan, the number of the organization departments of the Ashgabat SES increased. At the same time, the municipal disinfection station, which was separated from the service in 1964, was again annexed to the SES as an disinfection department. With the increase in the number of the Ashgabat SES departments, the duties and tasks have also expanded. On July 21, 2013, the Ashgabat SES began working in the restored administrative building at the address: building 48, Gurbansoltan eje Avenue. In 2016, the SES activity expanded again and the Virology laboratory and Radiation Hygiene Department were established. To improve its sanitary and anti epidemic activity, the Sanitary-epidemiological service of Ashgabat city has been and is periodically supplied with the advanced technologies and laboratory equipment corresponding to the world standards.

The use of the advanced technologies makes it possible to improve the quality of the carried out work, to promote efficiency, to raise the level of the knowledge and professionalisms of the workers and to accelerate the solution of the everyday tasks set before them.

During the process of

- carrying out construction of new buildings and reconstruction of the old ones,

- designing the projects on planning public centres, dwelling regions, city streets,

- solving issues of the location of the civil, industrial and agricultural constructions and determining their sanitary-protection zones,

- choosing the construction sites (including private ones),

- building of the industrial and transport constructions, dwelling houses, objects and constructions for cultural and living purposes,

- construction, reconstruction and improvement of the engineering infrastructures and improvement of the constructions,

the specialists of the sanitary-epidemiological service of the sanitary- hygiene of the buildings under construction and reconstruction and environment protection department control the observation of the construction and sanitary norms of keeping of the neighboring and adjacent construction territories, improvement of the labor conditions of the workers at the construction sites, and prevention of air pollution by means of the improved equipment. Using the conclusions of the laboratory physical, chemical and radiological data indices of the level of the electromagnetic radiations of the environment, facing materials, drinking water and air, the specialists of the department take part in the state acceptance commission for putting built constructions into operation.

Communal hygiene department. Proceeding from the programme for fulfilling the resolution of the President of Turkmenistan “On Supplying the Citizens of the Country with Clean Drinking Water”, a control over ensuring a sanitary wellbeing of the city drinking water is being exercised. In accordance with the current requirements of the SSS 837-2016 “Drinking water” a regular control is exercised over the supply of the Ashgabat citizens with ecologically-friendly drinking water and that over the observation of the requirements of the location of the springs and drinking water purifying objects and adjacent territories. Work on the control over keeping settlements clean and the improvement of the quality of the sewerage and water supply systems to prevent infectious diseases is being carried out. Besides, the State sanitary control over the prophylactic measures on decreasing people’s infectious diseases and the improvement of the people’s every day and rest conditions and creation of healthier environment (lakes, soil), correspondence to the noise, vibration, electromagnetic radiations, and lighting of dwelling and public points level norms.

Children and adolescents hygiene department regularly exercises control over the execution of the legislation on the children’s health protection and observation of the sanitary and epidemiological norms in the in the children and adolescents’ establishments and their nutrition, transportation, keeping and preparation of the used foodstuff, a proper condition of water supply and sewerage systems and supply with disinfectants. Sanitary – educational events on the sanitary-epidemiological norms and rules, prevention of infectious diseases among children, personal hygiene, disinfection ways, and methods promoting the development of children’s healthy style of life are held for the workers of the educational system.

Labor hygiene department exercises sanitary control over improvement of the labor and rest conditions of the workers of the Ashgabat industrial, construction and transport enterprises and prophylactics of professional diseases. Control is being exercised over the organization and taking of the measures aimed at the prevention and elimination of the harmful industrial impacts which can do harm to the workers’ health in the labor conditions. Control over the conditions of storage, transportation and use of mineral fertilizers and chemicals in the industrial zones is also exercised.

Foodstuff certification department is engaged in developing the documents on the observation of the technical specifications of the sanitary and hygiene norms when importing to, producing, transporting and selling foodstuffs in the territory of the country. It also certifies and exercises a state control of the quality of the imported and domestic foodstuffs in accordance with the “Regulations on the State Control of the Quality and Certification of Foodstuffs in the Territory of Turkmenistan”. Control over production, storage and transportation of foodstuffs at the foodstuff producing enterprises in the territory of Ashgabat is also exercised. Foodstuff certification department exercises a strict sanitary control over prevention of importing to the territory of the country food additives forbidden to be used in the food industry, controls the use of food additives and coloring agents in domestic food stuffs and regulates the import of the foodstuffs of such composition.

Nutrition hygiene department. Basing on the Law of Turkmenistan “On Ensuring Safety and Quality of Foodstuffs”, the department exercises a sanitary control over the measures aimed at the improvement of the conditions of people’s catering, education about rational nutrition, prophylactics of food poisonings and alimentary diseases. An everyday sanitary control is exercised at the state and private points of public catering and foodstuff trade by the selection of the foodstuff samples, washouts and laboratory – instrumental measurements.

Sanitary and hygiene laboratory consists of the physical – chemical, toxicological, nutrition hygiene, municipal hygiene, and labor hygiene departments. The analysis of quality and safety of foodstuffs, the correspondence of technical and drinking water to the standards, a food value of foodstuffs and a sanitary and hygiene analysis of drinking, technical, consumer and process water is exercised and in the laboratory and physical – chemical measurements of the air, light, microclimate at the industrial, domestic and municipal objects are conducted.

The presence and content of poisonous and harmful for health substances such as the salts of heavy metals are determined on the atomic adsorption spectrophotometer installed in the toxicological department.

Radiation hygiene department controls the fulfillment of the instructions on the use and operation of radionuclide and radioactive and radioisotope substances. It exercises control over the projects on the construction of new and restoration of existing establishments using iron-emitting radiation, a roentgenologic departments, and fluorography rooms in accordance with the sanitary norms and gives necessary directions and controls their compliance.

To certificate, the department makes radiometric analyses of the samples of foodstuffs and materials contiguous with them. It also exercises a sanitary and radioisometric control at the enterprises using the sources of ionizing emission, at roentgenologic  departments and in fluorography rooms. It exercises a radiometric control over the selected samples of domestic foodstuffs. The department makes dosimetric measurements of the plots of land when giving them for construction work. It exercises a sanitary and radioisometric control over the workrooms and laboratories of the institutions and enterprises belonging to different industrial branches.

The main task of market nutrition hygiene laboratories is control over the observation of the quality and safety of foodstuffs and food raw materials in the market territory. Laboratories exercise qualitatively and timely laboratory analyses of meat and fish, dairy and meat foodstuffs, vegetables and fruits in accordance with the state standards and regulations. The laboratory workers together with the market administration exercise control over the observation of the conditions of the sale of foodstuffs, especially such perishable ones as meat, milk, fish and others, as well as the conditions of foodstuff storage and transportation.

Anti epidemic department. The activity of the epidemiological department is connected with a timely revelation, prophylactics, elimination and prevention of the spread of the infectious and parasitic disease niduses. To ensure an epidemiologic wellbeing on infectious and parasitic diseases among the Ashgabat citizens, the following measures are carried out:

- registration of the infectious diseases by nosologic units (acute, respiratory, infectious intestinal and others);

- epidemical investigations and anti epidemic measures in the infectious disease niduses;

- sanitary and educational activities among different layers of the population

 -holding scientific conferences among the responsible authoritative officials on the theme of prophylactics and anti epidemic activity against infectious and parasitic diseases;

- vaccination rounds against infectious diseases and control over them.

 In accordance with “National Programme on Immuno-prophylaxis in the Territory of Turkmenistan” the main task of the prevention of infectious diseases spread is a prophylactic vaccination of the population. Proceeding from the fact that prophylactic vaccination is a reliable way of preventing infectious diseases spread, prophylactic vaccination activities are organized in the territory of Ashgabat and control over them is exercised.

At present, “National Prophylactic Vaccination Programme” envisages vaccination against 14 infectious diseases. In the territory of the Sanitary-epidemiological service of Ashgabat city there are large overall storehouses equipped with special cooler and freezing units corresponding to the requirements of the World Health Organisation for storing immune-prophylactic preparations. One of the responsible tasks of the epidemiological department is a spread of immune-prophylactic preparations among medioprohylactic institutions with observing a cold chain system  till the moment of their use. A sanitary – epidemiological regime and disinfection measures in the medical-prophylactic institutions control over which is exercised by means of the laboratory methods is also rather important. The utilization of medical wastes is also under a strict control.

The activity of the parasitology department is organized in accordance with the plan of parasitic diseases elimination. By the directions of entomologists the transmissible diseases niduses are disinfected and the places of blood-sucking insect massive reproduction are controlled. The study and analysis of such parasitic diseases as dermal and visceral leishmaniases, helminthiasis, malaria, intestinal protozoan diseases, toxoplasmosis and scabies are systematically carried out. On the basis of the received data of the analysis, plans of the anti epidemic measures aimed at elimination and prevention of the parasitic diseases spread are developed. The workers of the parasitological department reveal the niduses of parasitic diseases and together with other medical-prophylactic institutions they eliminate them and carry out an epidemic analysis to prevent their spread.

Bacteriological laboratory consists of the department revealing respiratory and intestinal infections, as well as parasitic diseases, diagnostic, serologic and sanitary – bacteriological departments. The laboratory carries out a bacteriological analysis of

- the samples of water of swimming pools, ground and underground sources of drinking water supply as well as that of recreation zones;

- the samples of air in the medical-prophylactic institutions and in preschool establishments;

- the samples of soil taken from the children’s play and rest grounds;

- the washouts from different objects to reveal pathogenic flora.

Helminthiasis, Staphylococcus aureus and pathogenic intestinal flora checkups are regularly carried out to control the health of the workers of the institutions working with children and hospital patients, food industry enterprises, public catering points and public motor transport enterprises.

Virology laboratory


A qualitative and quantitative analysis for genetically modified sources in the foodstuffs of the vegetable and animal origin made in the territory of the country and beyond its borders and sold to the population if Ashgabat is carried out in the virology laboratory with the help of a polymerase chain reaction in the real time regime.

The workers of the disinfection department hospitalize infectious patients, those infectiously suspected and people contacted with infected ones. The disinfection department is equipped with the latest disinfection units of chamber disinfection with the help of which sired objects and clothes are disinfected to block the ways of transmission of infectious and parasitic agents. People are cleansed in the sanitary inspection rooms by epidemiological and sanitary indications.

The main tasks set before the workers of the airport sanitary and quarantine point are to reveal and prevent the spread of infectious diseases among coming and transit passengers from the epidemiologically problem countries and from other countries on the basis of the regulations on the sanitary protection of the territory of Turkmenistan from quarantine diseases. Besides, important tasks are also a control over sanitary disinfection measures and observation of the sanitary – epidemiological norms in the territory of the International Airport and adjacent zones and on the board of aircrafts. The supervision of the coming and transit passengers is carried out by means of the thermoscanners installed in the territory of the International Airport. There are also taken measures for prophylactics of the spread of the causative agents of the extremely dangerous infectious diseases spread by the air transport and control over their fulfillment is exercised.

Ashgabat railway station sanitary checkpoint exercises a sanitary, hygiene and anti epidemiological control in the territory of the railway station, passenger trains and other means connected with railway passenger traffic. It organizes and takes priority anti epidemiological measures for revealing the infected and those infectiously suspected and revealing food poisonings in the territory of the objects and passenger trains under control. It exercises a state sanitary control over the observation of the sanitary and hygiene and anti epidemiological norms and rules at the objects providing passengers’ rest, catering and water supply as well as at other ones rendering public and other services in the railway station territory.

Prevention and disinfection department organizes and takes measures for elimination of insects and gnawing animals in the medical-prophylactic institutions, children and adolescents’ municipal establishments, dwelling houses, public catering objects and other similar organizations.  City citizens’ requests are taken and contracts and agreements are made with the institutions, enterprises and organizations to carry out a prophylactic treatment to eliminate insects and gnawing animals.

Sanitary – customs department determines the legality of the goods, things, transport vehicles, etc. brought via the customs border of Turkmenistan. It correspondingly reveals and prevents import to and export from the territory of Turkmenistan forbidden objects and those allowed for transportation via the customs border with the observation of particular conditions.


Direction of infectious diseases centers Therapeutic and preventive center for infectious diseases

 The Infectious Disease Treatment and Prevention Center of the Directorate of Infectious Disease Centers Directorate was opened on September 01, 2010. The center provides round-the-clock medical care for infectious diseases to the population of Ashgabat and all regions. The capacity consists of budget 260 beds, including 160 beds for children, 100 beds for adults. The structure of the center consists of a ward, and 9 medical departments (acute intestinal children,  Acute intestinal adult, Acute respiratory adult, Acute respiratory adult, Airborne droplets, Particularly dangerous diseases, Infant viral hepatitis, Adult viral hepatitis, 1 functional diagnostics (Ultrasound, fibrogastroscopy, fibroscan, electrocardiography, echocardiography, hydrocardiography, echocardiography) , 4 auxiliary (Kitchen, Laundry, Sterilization department, Des. Chamber) departments.

The center is a training base and an advisory and methodological center of the Department of Infectious Diseases of the State Medical University of Turkmenistan.

The activities of the center are carried out on the basis of existing orders and instructions approved in the state language.

The treatment and prophylactic center of infectious diseases in order to diagnose, treat and prevent infectious diseases in our country is carried out on the basis of orders:

1. Order of the Ministry of Health and Medical Industry of Turkmenistan No. 336 dated September 11, 2010 “On improving the safe system for working with medical waste in Turkmenistan”;

2. Order of the Ministry of Health and Medical Industry of Turkmenistan No. 395 dated November 01, 2012 “On the prevention of viral hepatitis in Turkmenistan”;

3. By order No. 916, the implementation of the sanitary and epidemiological rules in Infectious Clinics (departments);

4. Strengthening measures for the timely identification of patients with typhoid fever on the basis of order No. 75 of the Ministry of Health and the Medical Industry of Turkmenistan dated April 22, 1997;

Department of acute intestinal infections for children and adults.

Patients with typhoid fever, shigellosis, salmonellosis, amoebiasis, acute gastroenterocolitis, botulism and food poisoning are treated in the department.

The department conducts research:

• general blood test, biochemical blood test, blood test for latent infections, blood ELISA (roundworm, echinococcus, lamblia), blood test for sterility, blood culture, blood serology (Vidal), bacteriological examination of breast milk, FGDS and colonoscopy, ECG and ultrasound

• coproscopy, analysis of feces for helminth eggs, bacteriological analysis of feces, analysis of feces for viruses, analysis of feces for amoebiasis, bacteriological examination of gastric and intestinal swabs

• general urine analysis, urine analysis according to Nechiporenko

 In the department, patients are treated: diet therapy, oral rehydration (rehydrate, boiled water, camel spike tea), detoxification and rehydration, antibiotic therapy, enzyme therapy, phytotherapy, antifungal treatment.

Change to treatment: An antiviral treatment, Anaferon and ORVI Immunogen, was introduced for the treatment of acute intestinal infections.

Sore throat and acute respiratory infections for children and adults.

In the department, patients receive treatment for tonsillitis, acute respiratory infections, as well as their complications - laryngitis, bronchitis, pneumonia.

 The department conducts research:

• general blood test, biochemical blood test, blood test for latent infections, blood test for syphilis and HIV infection

• coproscopy, analysis of feces for eggs of worms,

• general urine analysis

• a sample from the throat and nose on Basilla Lefflere and on the flora.

• Chest x-ray, ECG and ultrasound

 In the department, patients are treated: detoxification and rehydration, antibiotics and antiseptics, antibiotic therapy, desensitization, bronchodilators and mucolytic, hormonal treatment (with stenosis), vitamins, phytotherapy, antifungal treatment, physiotherapy (inhalation, electrophoresis, UHF, etc.).

Department of viral hepatitis for children and adults.

Patients with acute and chronic viral hepatitis receive treatment at the department.

Airborne Infectious Diseases Unit.

The department receives treatment for patients with infectious diseases transmitted by airborne droplets (diphtheria, chickenpox, mumps, meningitis, measles, rubella, whooping cough, scarlet fever).

The department conducts research:

- general blood test, biochemical blood test, analysis of a large drop of blood for diplococci, with chickenpox ELISA

coproscopy, analysis of feces for eggs of worms

- general urine analysis, urine analysis according to Nechiporenko

- smear from the throat and nose on the flora, meningococcus, basilla Leflerera

- nasopharyngeal swab for meningococcus

- analysis of cerebrospinal fluid, analysis of cerebrospinal fluid for meningococcus, bacteriological analysis of cerebrospinal fluid. 

In the department, patients are treated: detoxification therapy, antibiotic therapy, antiviral treatment, hormone therapy, desensitizing treatment, symptomatic therapy, vitamins.

Department with especially dangerous infectious diseases.

The department provides treatment to patients with especially dangerous infectious diseases (cholera, plague, smallpox, fever), Brucellosis, rabies.

The department conducts research:

general blood test, biochemical blood test, blood test for brucellosis, blood test for malaria, blood ELISA for brucellosis, blood test for HIV

coproscopy, analysis of feces for eggs of worms

Resuscitation - intensive care unit.

Infectious patients in need of intensive care receive treatment at the department

Clinical observation room.

Dispensary observation of patients with infectious diseases is carried out in accordance with the order of the Ministry of Health and Medical Industry of Turkmenistan No. 93 dated March 14, 2018 in the office the following tasks are carried out:

1. Outpatient reception by an infectious disease doctor of citizens who applied from the city of Ashgabat and velayats of the country.

2. Referral of patients to appropriate laboratories and departments for laboratory tests and other types of diagnostics.

3. Primary dispensary observation of patients after infectious diseases.

4. Laboratory and instrumental types of studies in a certain group of infectious patients (viral hepatitis, brucellosis, etc.) with their subsequent follow-up observation

5. Registration of outpatient visits, the introduction of an appropriate dispensary card (0.30-3h) for each patient with convalescence or a chronic process.

Innovations in the center:

• Organization of a telebridge with infectious disease clinics of velayat centers, infectious diseases departments of multifunctional clinics of velayats. Studying the state of infectious diseases in the field through interviews with specially assigned doctors, providing advisory assistance to needy patients receiving treatment in medical institutions of velayats.

• Organized the reception and transmission of documents electronically with other health authorities.

The central laboratory is one of the centers of the Directorate of Infectious Disease Centers. The central laboratory was opened on September 01, 2010 with the blessing of our Dear President. The central laboratory consists of three floors and, as one of the centers of the Directorate of the Center for Infectious Diseases, includes several departments: General Department, Scientific and Methodological, Scientific and Clinical, Biochemical Diagnostics, Serological, Immunological, Flow Cytometric, Molecular Genetic, Bacteriological. Each department in accordance with its diagnostic direction carries out a complex of modern types of analyzes.

General department: This department carries out work on the acceptance of biological samples from citizens who applied for various laboratory tests and the issuance of their results.


General clinical department: Advanced general blood test, blood test for malaria, blood clotting test, general urinalysis, urine analysis according to the Nechiporenko method, general analysis of feces, analysis of feces for helminth eggs, protozoa, rapid examination for rotavirus infection, general analysis of pleural fluid, cerebrospinal fluid.


Department of Biochemical Diagnostics: From the biochemical analysis of blood: Blood glucose, urea, creatinine, bilirubin and their fractions, alanine aminotransferase (ALAT), aspartate aminotransferase (ASAT), gammaglutaminotransferase (GGT), alkaline phosphatase, total protein, albumin cholesterol, cholesterol cholesterol, albumin: high density cholesterol, low density cholesterol, triglycerides, a-amylase, uric acid, magnesium, phosphorus, iron, calcium. Immunological department: Markers of viral hepatitis A, B, C, D, markers of autoimmune hepatitis, markers of the Epstein-Barr virus, thyroid hormones, for latent viral infections; cytomegalovirus, herpes virus, toxoplasma, chlamydia, ureoplasma, markers of mycoplasma, ascaris, echinococcus, determination of antibodies for giardiasis infection, determination of antibodies against brucellosis.

Serology department: A series of serological tests are performed to determine syphilis (Wassermann reaction, RMP-express, ТРНA) Wright-Heddelson brucellosis test.


Molecular genetic department: This department carries out a qualitative and quantitative analysis for viral hepatitis B, C, D at the molecular level, genotyping of hepatitis C, determination of the highly carcinogenic human papillomavirus, from latent infections - PCR (Polymerase chain reaction) for ureoplasma, mycoplasma , chlamydia, gonorrhea, cytomegalovirus, herpes.


Bacteriological department is equipped with automatic equipment that meets international standards: VITEC-2 Compact is used to determine the causative agents of infectious diseases and sensitivity to antibiotics, BacT/ALERT 3D is used to determine the sterility of biological fluids. Bacteriological research: pathogens of infectious diseases in biological fluids of the human body (in blood, in cerebrospinal fluid, in breast milk, pus, feces, in urine, in vaginal secretions, in secretions from the nasal cavity and nasal cavity, in the oral mucosa and other biological samples): Enterobacteriaceae, Salmonella typhi, Shigella, Neisseria meningitides, Corinebacterium diphtheria  and fungi types. Enterobacteriaceae, intestinal microbiocenosis (for dysbiosis), vaginal discharge for syphilis, ureaplasma, trichomoniasis, mycoplasma are determined by bacteriological culture of feces. The opening of an infectious diseases hospital equipped with the most advanced diagnostic and therapeutic equipment, timed to the day of healthcare workers and the medical industry of Turkmenistan, in the year “Turkmenistan – the heart of the Great Silk Road”, was another proof of the implementation of the President's program “Health”. The main task of the medical institution is the rapid diagnosis and treatment of infectious diseases. The hospital consists of the departments of acute viral hepatitis, chronic viral hepatitis, infectious diseases transmitted by airborne droplets, children's and adult acute intestinal infectious diseases, resuscitation, functional diagnostics, and a centralized laboratory.


In the functional diagnostics department of the hospital, sophisticated devices of world-famous manufacturers based on innovative technologies are installed. In recent years, methods of diagnosis and treatment in our country have improved and reached new heights. The opening of the endoscopy room at the hospital makes a significant contribution to the effectiveness of the treatment in the hospital. The cabinet is equipped with devices of reliable global manufacturers. Along with diagnostic examinations of the gastrointestinal tract, they can be used to obtain a biopsy from pathological foci. This method of analysis is of great importance in the early and accurate detection of viral hepatitis, even in the absence of clinical signs.
