National AIDS Prevention Center of the Directorate of Infectious Diseases Centers
One of the main goals of the Law of Turkmenistan “On Combating the Spread of the Human Immunodeficiency Virus (HIV)”, the State Program “Health”, and the National Program “Socio-Economic Development of Turkmenistan for 2011-2030” is the prevention of HIV infection.
The state program “Health,” adopted on July 21, 1995, brought concern for public health to the state level. This document sets out the main goals of developing healthcare in our country and bringing it to international standards.
Opened with the personal participation of the National Leader of the Turkmen people, Chairman of the People's Council of Turkmenistan, Hero Gurbanguly Berdimuhamedov, this center is equipped with the latest medical equipment, and its work is aimed at preventing, conducting epidemiological studies, diagnosing and treating HIV/AIDS. In this center, equipped with world-class equipment, our people are provided with services by highly educated and qualified specialists.
The National AIDS Prevention Center includes such departments as: the prevention department, the confidential testing and dispensary department, the epidemiological department, the organizational and methodological department, the diagnostic laboratory department and the inpatient treatment department.
Prevention Department
The main mission of this department is to carry out comprehensive preaching and popularization activities to increase the level of knowledge of the population of our country on the prevention of HIV/AIDS, the development of defense skills against the disease, and the formation of a healthy lifestyle. For this purpose, the department has classrooms equipped with interactive whiteboards, modern projectors and related equipment, as well as a computer room with the Internet.
Confidential Testing and Dispensary Department
The department provides pre- and post-test counseling on HIV infection to citizens of Turkmenistan and foreign countries who apply for HIV/AIDS issues, and also assists in increasing the level of knowledge of the population about this disease and developing safe sexual behavior skills. The confidentiality of information about persons who contact the department is guaranteed. Citizens of Turkmenistan and foreign citizens traveling outside the territory of Turkmenistan undergo HIV testing and receive a certificate of absence of the disease.
Epidemiological Department
This department is engaged in preventing the penetration and spread of HIV/AIDS into the country, as well as preventing the spread of HIV infection among people at high risk of contracting HIV/AIDS. Monitors the implementation of sanitary and epidemiological measures to prevent the spread of the disease in treatment and prevention institutions, including screening of citizens entitled to HIV testing. It contributes to the practical application of the experience accumulated by countries around the world in the field of HIV/AIDS epidemiology in our country. It monitors and evaluates the work carried out to combat HIV/AIDS in the country. Produces computerized reports and data.
Organizational and Methodological Department
The work of the department is aimed at maintaining statistical reporting on HIV/AIDS prevention activities in the country. In addition, educational materials are developed and distributed to the population to increase knowledge and develop habits to protect themselves from diseases. Prepares instructions, methodological manuals, necessary materials for conducting training seminars, training manuals and modules for conducting seminars on HIV/AIDS issues.
Diagnostic laboratory department
In this department, preliminary tests are carried out to detect antibodies to HIV, such as ELISA (enzyme-linked immunosorbent assay), PCR (polymerase chain reaction). The laboratory is equipped with modern equipment and test systems from world-renowned manufacturers for conducting preliminary ELISA tests.
In implementing the National Program "Strategy for Economic, Political and Cultural Development of Turkmenistan until 2030", guided by the humanitarian policy of the President of Turkmenistan, our center, together with other specialists, holds various events in the form of round tables, seminars, lectures on the topics of "Healthy Lifestyle", "Prevention of Skin and Venereal Diseases", "Measures to Combat AIDS" among students and pupils of higher and secondary educational institutions of the Ashgabat city, as well as employees of other state enterprises. Comprehensive activities are being carried out to raise awareness about the concept of AIDS, modes of transmission, methods of protection and ongoing research.
Starting from December 1 of each year, specialists from AIDS prevention centers throughout Turkmenistan hold various public events (shows, round tables, lectures, trainings, etc.) dedicated to World AIDS Day. Numerous promotional appearances on television, radio, and in the press are dedicated to this event.
